Football Districts vs. Conferences?

With realignment looming, maybe this is something worth considering in NC. Sounds like the same concept as "football only conferences":

Here in Missouri they still have conferences but for Football the District tournaments decide the last three rounds of the Playoffs for state. Districts are made up of 4 teams. The District games are after the regular season which are 8 games of non and conference play. non and conference Counts For Nothing for state playoffs. Only the winner of district plays last three games of State playoffs. Districts are comprised of like or very close enrollment.
