The topic is boring now. Charters aren't going anywhere and like traditional schools (which is why transfer/recruiting rules where enforced) some don't play by all the same rules as others. Is it frustrating, sure, but only because Charters are catching up in football now. I didn't hear a word 10-15 years ago when "traditional" schools thought it was cool to beat down a charter because they weren't really good. Now, well, its a different story. These Charters started hiring AD's and solid coaches along with investing $$ into programs and here we are. The lottery for 99% of charters is legit and if not followed correctly, could result in a lost charter. I will say, it is less crowded in a lottery in HS than in Elementary. I do, however, wish they would let the Charters that are successful go up to 3A and 4A.
