In 1A girls conference Metro 8. No team has a record that's over .500. It's not a split conference. Do they get a #1 seed even though they don't have a team with a .500 overall record?
 
"The highest finishing team in its half of a split conference must finish in 1st, 2nd, or 3rd place overall and/or have an overall winning percentage of .500 or higher in order to be seeded as a #1."

So I believe that means if you're in a purely 1A conference with very few teams and win it with below a .500 record, you still go in as a #1. Highlands in the Little Smoky may end up the same situation--first place in a 4-team conference of all 1A schools sitting right at .500 currently.
