Tennis Why is the sport so slow at High School level

Growing up, I played tennis in the mornings, lunch time, or evenings. Self taught, I played quick, swung quick, served fast(and made it inside the box). Those were the days. Never played for the school and no one knew I could play. So I am curious........
I have noticed different schools during tennis matches. The serves are slow, the swings are slow, the players are slow. Everything is just slow. The only school that I have noticed playing to standard is Pinecrest.
What do they not care much tennis at high school level?
