A kid got 2 consecutive unsportsmanlike penalties on the same play and was ejected. It was on a touchdown.

What’s the procedure for penalty yardage?

In the game in question, one 15-yard penalty was on the extra point and the other was assessed on the kickoff.

Is the because it happened on a scoring play? If it had been just a regular play would the 30-yards be marked?

If this had happened on a non-scoring play, both USC penalties would be marked off from the succeeding spot (spot where the ball would next be put in play).

Since it happened on a touchdown play, the non-fouling team has a choice to take the penalty on the extra point try or on the succeeding kickoff. Since there were two USC penalties, the non-fouling team can take both on the try, both on the kickoff, or one on each, as you describe.
