If a player that is a freshman in college (Graduate Player) moves to North Carolina out of state can he play or not?

I would think if he moves his residency, and is age eligible this would be possible. I'm not sure I've ever seen this instance, though.
 
In rule book it says a player can not be transferred but this is not really transferring. His domicile has changed
 
Isn't there a rule saying you must play for the same team you did the year prior? Or would a release have to be granted?
 
Got a ruling he is eligible to play. Page 42 Rule 4G

Senior American Legion Baseball players who have one year of eligibility remaining, whose parents move out of a the team's recruiting area, shall have an option of playing for the team nearest their parent's new domicile or returning to their former team.
