Seeding of wildcard teams?

How does the NCHSAA seed the wildcard teams with 5-5 records? Is it conf winning %? Randleman is 3-2 in conf and East Davidson is 2-3 in their conf. If this is the case then East should be the 16 not Randleman.
 
They goofed. Unfortunately, it happens all the time. Sometimes the ADs and school officials aren't paying attention between the preliminary and final brackets and don't contest errors like that.
 
How do they pick between 5-5 teams, who makes it who doesn't. East Rutherford beat Draughn, Draughn beat RS Central, RS Central beat East Rutherfordton?

Is it the responsibility of the AD and school administrators of one school to check the conference winning percentages of all the other teams in the bracket? That's what the NCHSAA is supposed to be doing correct?

People make mistakes; if you don't follow up, you get to live with their mistake. That is why the NCHSAA puts out preliminary brackets to allow for ADs and coaches to submit corrections. It could be that someone inputted Randleman's conference record as 2-3 instead of 3-2. I guarantee you that those schools who were #1 in their conferences followed up to make sure that they were seeded among the #1s and not accidentally grouped with the #2s.
 
If the correct records were submitted and the NCHSAA goofed, that is pretty sad. But it seems like this is often the case with that org.
