Leap frog Rule Help me

Still trying to figure out this leap frog rule. So Blue Ridge is ahead of Hiwassee Dam in the RPI's but Hiwassee Dam beat Blue Ridge twice. Hiwassee Dam is ahead in the conference. Do they switch places on RPI or what? Both teams are in the top 32 teams. The rule is not clear? Help please!

My understanding is that you can’t get in if a team finishing higher than you doesn’t, but that once you’re both in then the team with the better RPI gets the better seed, regardless of conference finish. So for your example, I think as long as Hiwassee Dam gets in, Blue Ridge can be seeded better than them. But if HD’s RPI somehow plummeted, neither would get in.

Makes sense! The leap frog rule doesn't explain the rule too good.
